Canada has implemented several important changes to its international student visa policies for 2025. This blog outlines the key updates including permit caps, work restrictions, financial requirements, and more.

1. Study Permit Cap — Issuance Limited to 437,000

Canada has capped new study permit approvals at 437,000 for 2025, down 10% from the previous year. This includes students at all academic levels and now requires a Provincial Attestation Letter (PAL).

2. Provincial Attestation Letter (PAL) Mandatory

Applicants must obtain a PAL from the province or territory of their designated learning institution. Exchange students are exempt, but most other categories must submit this letter with their application.

3. Increased Financial Proof Requirement

Applicants must show proof of CAD 20,635 in liquid funds to cover living expenses for one year. Additional funds are needed for any dependents accompanying the applicant.

4. End of Student Direct Stream (SDS)

As of November 2024, the SDS fast-track processing is discontinued. All applicants now follow the standard processing pathway.

5. Work Hours & Co-op Changes

The weekly off-campus work limit is now 24 hours during academic sessions. Full-time work is still permitted during official breaks.

6. PGWP (Post-Graduation Work Permit) Changes

New eligibility criteria apply for study permits issued after November 1, 2024. This includes updated language requirements and program-specific rules.

7. Spousal Open Work Permit Restrictions

Only spouses of students in specific Master’s, PhD, or professional programs are eligible for open work permits. Other program levels do not qualify.

8. No Visa at Port of Entry

Flagpoling has been banned as of June 21, 2024. All applications must be made online or through authorized offices.

9. Enforcement & Cancellation Power Upgrades

IRCC officers can now cancel study permits, visas, and work permits for non-compliance, fraud, or inadmissibility.
